AMVETS National Commander Duane Miskulin looked on this afternoon alongside leaders from the nation's other top veterans' organizations, VA Secretary Eric Shinseki, and Congressional leaders as President Barack Obama signed the Veterans Health Care Budget Reform and Transparency Act of 2009 into law.
