Recap of Last Week on Capitol Hill

Last week, AMVETS was out in force on Capitol, testifying before the Senate, meeting with House minority leadership and submitting remarks on veterans' employment assistance.

On Wednesday morning, AMVETS National Deputy Legislative Director Christina Roof appeared alongside the Independent Budget partners--Disabled American Veterans, Paralyzed Veterans of America, and Veterans of Foreign Wars--and VA Secretary Eric Shinseki before the Senate Committee on Veterans Affairs to discuss the fiscal year 2012 VA budget proposal.

It was the first full committee hearing to be chaired by newly-selected Committee Chairman Patty Murray, D-Wash. Murray is the first woman to hold the powerful position on the committee.

On the first panel of the hearing, Murray and Ranking Member Richard Burr, R-S.C., expressed bipartisan disappointment with VA over the proposed implementation of the new VA caregiver benefits, saying that the Wade family, which advocated for the critical services in the bill, would not be eligible under the current threshold.

"It's important to remember why we wrote [caregiver]," said Murray. "The narrow draft excludes many of the people we believed it would cover."

Burr pointed out that the intention of the bill was to ensure that institutional care was not the only option for severely-wounded Iraq and Afghanistan veterans, but under VA's issued guidelines, institutional care was now the threshold to qualify for the benefit.

The committee called on Secretary Shinseki to recall the proposal from the Office of Management and Budget and rewrite the guidelines.

"If it goes the way it is written, [VA] will be in for one hell of a fight," said Burr.

During the hearing, VA's proposal to expand its central office in the 2012 budget also became a heated topic of discussion, drawing criticism from committee Republicans who want to see fiscally responsible decision-making across the federal government.

While veterans' advocates testifying did not wish to speculate on why VA requested the expansion, Roof said that if the choice came between VA hiring health care practitioners or speech writers, that VA should focus on its mission to deliver services to veterans.

Wednesday afternoon, Roof also participated in a roundtable discussion with House minority leadership, chaired by Minority Leader Nancy Pelosi, D-Calif., and the nation's leading military and veterans' advocates.

Democratic leadership has hosted regular roundtable discussions with the veterans community for the last few years in an effort to better understand the unique issues facing American service men and women during a time of war.

Major topics of discussion included the ongoing VA claims backlog, veterans' educational opportunities, unemployment and homelessness.

On Thursday, AMVETS was also represented during the House Veterans Affairs Subcommittee on Economic Opportunity hearing on the budget for Veterans Employment and Training Service, or VETS, and state grant programs.

Roof submitted testimony for the record, which focused on two state grant programs, the Disabled Veterans Outreach Program, or DVOP, and Local Veterans Employment Representative, or LVER.

In her remarks, Roof said that both DVOP and LVER programs lacked proper metrics to measure success in placing veterans in quality jobs. Under the current system, any veteran who seeks information from a DVOP or LVER office is recorded as a "veteran having received counseling," and veterans who find employment without the assistance of DVOP or LVER is considered a successful placement and a positive termination.

Given the inconsistencies among each state-administered DVOP and LVER program, AMVETS recommended to the committee that DVOP and LVER be at least temporarily federalized to ensure proper oversight, management and placement of veterans seeking assistance.

AMVETS also recommended stricter enforcement of standards within each program and allocation of program funds based on performance of each DVOP or LVER.

Live from Capitol Hill: AMVETS to Testify Before Senate; Meet with House Minority Leadership

Tomorrow AMVETS will deliver testimony alongside the Independent Budget partners before the Senate Veterans Affairs Committee and participate in a veterans' support and military support roundtable discussion with House Minority Leader Nancy Pelosi, D-Calif.

VA Secretary Eric Shinseki will sit on the first panel of the hearing, explaining the Obama Administration's budget proposal for VA in fiscal year 2012 and VA health care for 2013.

AMVETS National Legislative Director Christina Roof will then appear alongside IB partners Disabled American Veterans, Paralyzed American Veterans and Veterans of Foreign Wars to discuss the 25th Independent Budget for the Department of Veterans Affairs--a roadmap for how Congress should fund VA, which has been developed by the nation's top veterans' organizations for a quarter century.

Roof appeared before the House Committee on Veterans Affairs two weeks ago alongside the IB partners and Secretary Shinseki, discussing how to best fund VA services in the coming fiscal year.

In the afternoon, AMVETS will also join the nation's leading veterans and military support organizations for a special roundtable discussion on issues facing today's military and veterans' communities with House minority leadership, chaired by Minority Leader Pelosi.

Live from Capitol Hill: Adm. Mullen, Rural Vets Hearing and Honoring Korean War Vets

American Veteran is out in full force on Capitol Hill today.

This morning, American Veteran was on hand to listen to Chairman of the Joint Chiefs Adm. Mike Mullen for a breakfast hosted by The Hill.

American Veteran was also on hand for this morning's hearing before the House VA Health Subcommittee discussing telehealth and wireless healtch care solutions for rural/remote veterans. Rural and remote veterans' access to healthcare is one of AMVETS' top legislative priorities for 2010.

Finally, American Veteran joined House Speaker Nancy Pelosi and other Congressional leaders at the U.S. Capitol to honor America's Korean War veterans, leading up to the 60th anniversary of the conflict on Sunday, June 27.

AMVETS Pays Respects to Fallen Heroes at Arlington; Around Washington

On Memorial Day, AMVETS National Commander Duane J. Miskulin and AMVETS Ladies Auxiliary National President Patty Piening joined Vice President Joe Biden, the nation's military brass, and leading veterans' advocates at Arlington National Cemetery to honor America's fallen heroes.

Miskulin and Piening hosted four wounded warriors from Walter Reed Army Medical Center in the AMVETS' box for the day's program.

Miskulin and Piening also laid a wreath at the Tomb of the Unknowns and accompanied their guests on a visit to Arlington's Section 60, where the fallen heroes from Iraq and Afghanistan are laid to rest.

Throughout the day, AMVETS participated in a variety of events around the nation's capitol ranging from the culmination of the annual Run for the Wall motorcycle ride to the national Memorial Day concert at the U.S. Capitol.

AMVETS Riders had participated in the Run for the Wall over the ten days leading up to Memorial Day, starting in Rancho Cucamonga, Calif., and following two routes across the United States.

AMVETS Deputy National Legislative Director Christina Roof joined House Speaker Nancy Pelosi (D-Calif.), her staff, veterans, and other top veterans' advocates on the Speaker's balcony for the Memorial Day concert.

At 3 p.m. on Memorial Day, AMVETS leaders also joined in the National Moment of Remembrance--the national moment of silence commissioned by Congress to demonstrate national solidarity and honor the sacrifices of America's fallen war heroes.

Highlights from Speaker Pelosi's Roundable on Vets' Issues

Yesterday, AMVETS National Deputy Legislative Director Christina Roof joined House leadership and the nation's top veterans' advocates for a roundtable discussion on veterans' issues.

House Speaker Nancy Pelosi (D-Calif.) hosted the roundtable, which brought many majority members of the House to the table to hear from the nation's leading veterans' advocates.

The afternoon's discussion centered around the VA claims backlog (AMVETS' top legislative priority for 2010), Post-9/11 G.I. Bill updates, and veterans' unemployment.

Veterans' groups were given the opportunity to candidly discuss each of the issues, receiving critical feedback on potential next steps from Congressional leaders.

Joe Violante from the Independent Budget partner DAV laid out three potential ideas to help alleviate the claims backlog.

Among the afternoon's attendees were Congressional Silver Helmet Award recipients, Reps. Chet Edwards (D-Texas) and Tim Walz (D-Minn), House Armed Service Committee Chairman Ike Skelton (D-Mo.), and House Veterans Affairs Committee Chairman Bob Filner (D-Calif.).

Each of AMVETS' other partners on the Independent Budget--Paralyzed Veterans of America and VFW--also participated in the discussion, which included other noteworthy groups such as the American Legion, IAVA, Wounded Warrior Project, and Gold Star Wives.

Live from Capitol Hill: AMVETS to Join Speaker Pelosi for Vets' Roundtable

This afternoon, AMVETS will join House Speaker Nancy Pelosi (D-Calif.) and other top veterans' advocates for a roundtable discussion on veterans' issues.

During the roundtable, AMVETS National Deputy Legislative Director Christina Roof plans to address VA's inspector general report on the implementation of uniform mental health policies within the VA health care system.

Roof and AMVETS have been calling for a report on implementation since August and the latest IG report pointed toward continued deficiencies within VHA.

Live from Capitol Hill: AMVETS Joins House Speaker Pelosi and Other Top Military Advocates for Roundtable

This afternoon, AMVETS joined many of the nation's other top military and veterans' organizations for a roundtable discussion with House Speaker Nancy Pelosi (D-Calif.) and other Democratic Congressional leaders.

Among the topics of discussion were hot-button issues like Dependence and Indemnity Compensation (DIC) offsets for military widows who also collect Survivor Benefit Plan (SBP) payments, persistent implementation and inequity issues with the Post-9/11 G.I. Bill, transition issues, and military mental health.

AMVETS National Deputy Legislative Director Christina Roof took the opportunity to explain AMVETS' legislative agenda for FY2010, which will be available to the public on Veterans Day.

Some participants took the opportunity to voice their continued concerns over the Obama Administration's plans for Afghanistan and the potential impact on warfighters and military families .

Participants in the discussion also took the time to thank the Congressional panel for their proactive roles in recent significant victories for the military and veterans' communities such as the signing of VA advance appropriations for health care and the recent passage of a bill that will allow military spouses to keep their residency regardless of mandatory military moves. AMVETS was one of the few veterans' organizations to speak out in support of the military spouses residency bill.

Many significant Congressional leaders were on hand for the roundtable, including Veterans Affairs Committee Chairman Rep. Bob Filner (D-Calif.), VA Appropriations Subcommittee Chairman and AMVETS Silver Helmet recipient Rep. Chet Edwards (D-Texas), Armed Services Committee Chairman Rep. Ike Skelton (D-Mo.), and chairman of the new military families caucus Rep. Sanford Bishop (D-Ga.).

Though the roundtable was largely ceremonial, it provided a critical opportunity for many organizations to voice their concerns directly to key decision-makers.

This Week at American Veteran

This week at American Veteran, we will highlight last week's VA/DoD summit on mental health. The summit wrapped up late last week and AMVETS leaders were on hand to participate in the first-of-its-kind discussion.

We will also discuss DoD's retroactive stop-loss payments, which took effect Oct. 21. To date, reports show that more than 4,000 service members have sought to take advantage of the payments.

On Wednesday, House Speaker Nancy Pelosi will host a round table discussion for military and veterans' organizations to discuss military retiree issues. AMVETS leaders will be on hand for the special meeting and American Veteran will offer coverage, as well.

Last week, VA announced it will hire a contractor to assist with Post-9/11 G.I. Bill claims processing. This week, American Veteran will discuss the announcement and how the new contractor will affect the claims process for student-veterans.

The next print issue of American Veteran is down range and should show up in mailboxes shortly, in addition to being available online.

With the fall issue closed, American Veteran is now looking for content from posts and departments nationwide for the winter issue. We're always eager to hear what's happening around the country, and, as always, we're eager to hear what you think on this blog.

Live from Capitol Hill: AMVETS joins Speaker Pelosi for veterans roundtable

Yesterday, AMVETS and representatives from the nation's leading veterans service organizations joined Speaker of the House Nancy Pelosi (D-Calif.) for a roundtable discussion of veterans' issues.

In the midst of a busy week in Washington, where the VA has been called to testify on issues ranging from the endoscopy fiasco to the benefits claims backlog, AMVETS plans to way in on a variety of issues and potential solutions for our nation's leaders to consider.

White House Backs Down on Third-Party Billing


During a meeting with leaders from the nation's top veterans' service organizations, including AMVETS, House Speaker Nancy Pelosi announced that the White House had scrapped the idea of billing veterans' third-party insurance companies for service-connected health care.

Earlier in the afternoon, White House Chief of Staff Rahm Emanuel once again hosted veterans' leaders to discuss the Administration's controversial proposal.

"The meeting didn't last all of 15 minutes," said AMVETS Executive Director Jim King. "We walked in unified against the policy, we said our piece, and it was clear that [Emanuel] understood."

AMVETS was happy to hear that the White House reconsidered its proposal, and King said that he's prepared to move forward with the Administration on veterans' issues.

Immediately following Monday's meeting with President Obama, AMVETS started work on a proposal that would allow the VA to collect necessary third-party funding without placing a new burden on service-connected veterans. AMVETS stands ready to present this option to the White House in the coming weeks.
